I’ve been hearing a lot about ACA and Open Enrollment. What is it exactly?

When is the last day to apply for 2015 Open Enrollment, and what happens if I miss it?

The last day to apply is February 15th, 2015, and this is the absolute last day to apply for help and health insurance.

Is anyone exempt from ACA?
